Roberts was signed to Green Bay's practice squad Monday, Rob Demovsky of ESPN.com reports.
ANALYSIS
Roberts was cut loose earlier in the day by Carolina, but it didn't long to find a new home. According to Demovsky, the plan is to initially sign him to the practice squad, though given the Packers' lack of competent receiver depth, it wouldn't be surprising to see Roberts elevated to the 53-man roster at some point.

Following a four-year stint in Oakland to begin his career, Roberts spent last season with the Ravens, catching 21 of 35 targets for 271 yards and two touchdowns. That career-worst production came amid a run-dominant scheme, so this offseason Roberts joined the Panthers as they usher in new coordinator Joe Brady's offense, which broke passing records at the college level. While it's safe to assume Roberts - who previously averaged around 40 catches for 450 yards per season - will feature behind Christian McCaffrey, D.J. Moore, Robby Anderson, Curtis Samuel and perhaps tight end Ian Thomas in targets this season, he could still enjoy an uptick from last year's output thanks to an improved situation.
Roberts lands in Baltimore after a lengthy tenure in Oakland, hoping to compete for a top-three receiver role with a team that used two of its first three draft picks on the position. With Willie Snead locked in for snaps and first-round pick Marquise Brown also a strong bet to handle a key role, Roberts may be resigned to battling for the No. 3 job.
Playing third fiddle to Amari Cooper and Michael Crabtree, Roberts caught a career-high 43 passes in 2017, but never posted more than 52 receiving yards in a single game and found the end zone just once all season after racking up 10 total scores during his first two years in the league. Following the arrival of Jordy Nelson, who replaces Crabtree, Roberts will look to reprise his role as the Raiders' No. 3 wide receiver.
Roberts reached the 50-yard receiving mark in just one game during his sophomore campaign in the league, but he racked up five touchdowns through the Raiders' first 11 games alone before cooling off. Fellow receivers Amari Cooper and Michael Crabtree remain quarterback Derek Carr's top two options in the team's passing attack, but with the departure of No. 4 wideout Andre Holmes, Roberts could be in line for additional targets. On the other hand, newcomer Jared Cook -- who will finally give Oakland a sufficient threat at tight end -- may slightly limit Roberts' red-zone volume after seeing 21 balls thrown his way inside the 20-yard line during the 2016 season. If the third-year receiver can limit his drops right out of the gate, free agent signee Cordarrelle Patterson shouldn't pose much of a risk to overtake Roberts' slot position, although he may serve as a deep threat occasionally. Given the Raiders' explosiveness on offense, Roberts could be a sneaky pick in deeper fantasy leagues as he looks to prove his long-term worth to the Raiders before becoming a restricted free agent in 2018.
Roberts put together a solid rookie campaign last season, emerging as the No. 3 wideout with 32 receptions for 480 yards and five touchdowns. The undrafted free agent could see an increase in production as he continues to grow alongside Derek Carr, making him a viable option for deeper fantasy leagues.
Roberts was an undrafted rookie free agent that signed with the Raiders earlier this offseason. He figures to be the fourth or fifth option on the depth chart, but could see more time if they were to experience any injuries at the wide receiver position. Roberts won't hold a ton of fantasy value unless that occurs.
