De La Rosa, who previously spent parts of seven seasons in the majors from 2011 through 2017, joined the Dodgers on a minor-league deal in February following a four-year run overseas with the Yomiuri Giants of Nippon Professional Baseball. After failing to win a spot in the Dodgers' Opening Day bullpen, De La Rosa never joined an affiliate before he was cut loose.

De La Rosa missed the entirety of the 2018 campaign after undergoing a second Tommy John surgery in August of the previous year. Elbow and shoulder woes limited him to just 7.2 innings that season as well, while elbow and groin troubles kept him to just 50.2 innings in 2016. He'll turn 30 during spring training, so there's little reason to believe his health issues will suddenly be behind him. In addition to his very low floor, the veteran righty has a fairly low ceiling. His career ERA in parts of seven seasons sits at 4.49, with a rather low 19.6% strikeout rate paired with a decent 8.6% walk rate. He's a streamer at best in most formats, and there's little reason to take on this much risk for so little reward at draft time.
