Powell has had nearly 800 plate appearances in Triple-A over the past three seasons and fewer than 150 at the major-league level in that same time. Throughout his time in the minors, he has shown the ability to utilize his speed to slap at the ball and get on base even if he does not attempt as many steals as people would like. Then again, he has a poor 61 percent success rate stealing bases in the minors and a 62 percent rate in Triple-A. He is now in his second stint with Oakland after spending time with Kansas City, Seattle and Tampa Bay in recent years around a PED suspension in 2016. Powell has an option remaining, so president of baseball operations Billy Beane can send him back and forth this year as roster situations dictate the need. He may enter camp as the favorite to be the Opening Day starter in center field, but if he does not get better at stealing bases, it will not matter since he offers little else fantasy-wise.
