Hilliard was cut by the Bucs on Wednesday, the Tampa Tribune reports.
ANALYSIS
Joey Galloway will also join him in the free agent pool after Antonio Bryant emerged as the Bucs' go-to receiver in 2008. Hilliard could land a job somewhere as a No. 3 guy, but his days of starting may be over.

Hilliard led the Tampa Bay in receptions in 2007 and served as the perfect short-yardage specialist to complement the deep threat posed by Joey Galloway. However, one big reason Hilliard got that much playing time was that others with presumably more talent (Michael Clayton, Maurice Stovall, David Boston) kept taking themselves out of the equation. If either Clayton, Dexter Jackson, Antonio Bryant or Paris Warren shows enough in camp to earn a starting job, Hilliard likely will go back to a third-receiver possession role.
Hilliard's your basic replacement-level NFL third receiver, and he can return punts as well. Even if injuries elsewhere wind up leading to more playing time for Hilliard (as has happened over the past two years), a possesion reciever in a bad offense just doesn't have much fantasy value.
As the Bucs' third receiver, Hilliard caught 35 passes for 282 yards and one touchdown last season. However, with veteran David Boston and rookie Maurice Stovall on the roster, Hilliard will be hard-pressed to win back his job in camp.
Barring injury, he'll be the third wideout behind Michael Clayton and Joey Galloway on the Bucs' roster. Given Clayton's knee injury going into camp and Galloway's perennial injury-proneness, he could get a lot of playing time at spots this season; that means he could put up some decent numbers in a Jon Gruden offense.
Hilliard begins the season as the Giants No. 2 wideout opposite Amani Toomer. He will be coming off knee and finger injuries that ended his 2004 season. Even if he manages to stay healthy, we don't see a lot of upside for this possession specialist in coach Tom Coughlin's run-first offense.
Just when it looked like Hilliard and the Giants were headed for a divorce, the tide suddenly changed direction, and New York locked up Hilliard with a five-year contract in March. More than anything else, that's probably a sign that the G-Men aren't in love with their receiving options after Hilliard. We still like Ike well enough, but we'd like to see him play a full season -- a shoulder injury kept him out for nine games in 2002, and toe, foot and sternum problems nagged him the two previous seasons.
