Conley finished the 2019 with the Texans, who acquired him from Oakland prior to the trade deadline. Houston was needy for cornerback help, and Conley started six of eight games played. He combined to record 50 tackles, 13 passes defensed and one interception between the two teams. Houston opted not to exercise Conley's fifth-year option, but the team was pleased with his play as a fill-in for the injured Jonathan Joseph and is line to start at one of the cornerback spots in 2020.
