Penny is a fullback who rarely touches the ball. If he makes the team it will be solely as a lead blocker.
After residing on the Cardinals' practice squad in 2016, Penny emerged from last preseason with a roster spot, but it didn't translate to many snaps after David Johnson's dislocated wrist in Week 1. Instead, he earned no more than eight offensive reps in a given game until Week 15. Entering that contest with just seven touches on the year, he proceeded to churn out 26 rushes for 108 yards and one touchdown and two receptions (on four targets) for 14 yards in the final three outings. This offseason, coach Bruce Arians retired, and the new staff led by Steve Wilks has said the 6-2, 234-pound Penny will transition from running back to fullback, H-back and tight end. Considering his lack of production as a receiver, Penny may not garner more than sporadic short-yardage runs in 2018. To get even those looks, though, he likely will have to beat out a far more experienced player (Derrick Coleman) for one spot.
With four known entities in front of him on the running back depth chart, Penny will be hard pressed to land a spot on the final 53-man roster. More than likely, the practice squad awaits for the second-year pro.

Latest Fantasy Rumors
Set for increased workload?
FBNew York Giants
September 24, 2019
Penny could be set for an increased workload following Saquon Barkley's high-ankle sprain, but he'd at best be the second back behind Wayne Gallman, and the Giants could sign another running back for depth.
ANALYSIS
New York just released Paul Perkins recently but will likely want to bring in another warm body to back up Gallman. As fullback, Penny may only see a complementary role anyway; he's averaged just 3.8 yards per attempt in his career, last finding the end zone during his two-touchdown 2017. Fantasy managers shouldn't worry about him unless the Giants surprise us and hand him a significant piece of the snap count.
