Cleo Lemon

Lemon is a much greater asset as Jacksonville's backup than he ever was as a starter in Miami, and could be a decent handcuff pick for those taking starter David Garrard. He is the Jags' undisputed backup at quarterback, and is sitting behing a starter in Garrard who has a history of injury. Lemon will have the benefit of a much better offensive line in Jacksonville, as well as more weapons with which to work. He's by no means a long-term fantasy quarterback answer, but if Garrard goes down, don't be surprised to see an effective game or two out of Lemon.
