Carter was waived by the Rams on Tuesday.
ANALYSIS
He struggled in a limited role and given that Carter was unable to stick in a thinned-out St. Louis receiving corps, the offers from other clubs may never come.

Carter will be one of many fringe wideouts the Rams have brought in trying to claim one of the final roster spots at that position. Truth be told, he's more than likely to end up on the waiver wire early in the preseason.
Carter will be one of several wideouts looking to hang on as the Texans' fifth wide receiver.
He has great speed, but has had a history of having difficulty staying healthy. He will compete for the Browns' No. 3 receiver spot.
Carter enters camp as the Giants No. 4 receiver, but early on has made some impressive catches, and more importantly, looks healthy. Carter is the fastest player on the team, but hasn't been able to stay healthy throughout his career. With rookie Sinorice Moss missing time due to a quad strain, Carter is getting turning some heads. He'll likely need an injury to a starter to have value, but there's some upside here if things break his way.
Carter has good hands, good quickness and excellent deep speed, but his career has been derailed by injuries. Healthy heading into camp, Carter is the favorite to win the No. 3 wideout job.
Blazingly fast, Carter will begin the season as the Giants' third receiver. If anything happens to the injury-prone Ike Hilliard, Carter could step right in and produce as a starter, but given his own extensive injury history, Carter's greatest challenge might be staying on the field. Coach Tom Coughlin's smashmouth style of play probably limits Carter's upside as well.
Carter is returning from a torn Achilles' tendon that sidelined him for all of 2002. He has blazing speed, but is currently fourth on the WR depth chart behind Amani Toomer, Ike Hilliard and Ron Dixon.
