The second-round selection in the 2014 draft pitched in a handful of games for Toronto in 2020, which is much like the story for him in 2018 and 2019. It is not as if Toronto has been blessed with deep and healthy pitching staffs the past few seasons, so the fact Reid-Foley has not been able to garner much use over the past three seasons speaks to his limitations. He has a rather straight and average fastball paired with a slider and a show-me changeup to lefties. The repertoire screams middle reliever, as does his overall production. The club has used him exclusively as a starter throughout his minor-league career with surprisingly good strikeout rates despite his lack of high velocity or spin. It may be time to see how the stuff plays as a swingman at the big-league level.
Reid-Foley threw 31.2 innings and faced exactly 150 batters -- the same number he faced in 2018 -- across four stints with the big club last season. He was a little better in terms of run prevention, but Reid-Foley did little to impress with a dismal 4.7 K-BB%. At least during his debut sample, the right-hander missed bats, but his K-rate at the major-league level dipped close to 10 percentage points in 2019. Reid-Foley struck out a quarter of the batters he faced at Triple-A Buffalo, but his walk rate was somehow even higher at that level, an untenable 15.7%. The BA against his slider jumped from .095 (150 pitches) to .245 (210 pitches), and the line-drive rate against his fastball remained north of 32%. He doesn't have good fastball velocity (92.6 mph average) or spin, so while Reid-Foley could get one final chance to establish his footing in the Blue Jays' starting rotation, we don't have high hopes.
Reid-Foley can spin a breaking pitch, but the rest of the skill set is underwhelming. While his fastball averaged close to 94 mph during his time in the big leagues last season, the pitch got clobbered to the tune of a .304 batting average, 34.7% line-drive rate and 25% HR/FB. His changeup was similarly ineffective. The curveball and slider in particular are strong and lead to solid chase rates and strikeout numbers, but when he actually throws in the strike zone, hitters can do damage. Reid-Foley knows this -- he's proven susceptible to control issues, having routinely posted walk rates near double digits since entering full-season ball. Looking ahead to 2019, Reid-Foley appears to stand a good chance to serve in the rotation for the rebuilding Blue Jays, but the upside is questionable, and the downside is obvious. It doesn't help that he pitches in a division with the Yankees and Red Sox, and another team in the Rays that's on the up-and-up.
Reid-Foley mastered High-A in his second try in 2016, placing himself firmly back on the prospect map with his massive strikeout potential. Between Low-A Lansing and High-A Dunedin, the right-hander posted a 130:38 K:BB in 115.1 innings. Reid-Foley is at his best when working down in the zone, and though his chief weapon is his fastball, he was able to toss four different pitches for strikes. The huge improvement in control is also a big takeaway from Reid-Foley's 2016 season, as he walked nearly 30 fewer batters than the season before, despite pitching 20 more innings. With a 2.81 ERA across both levels to boot, Reid-Foley is the clear top pitching prospect in the Toronto system heading into the 2017 campaign. He'll likely begin the year at Double-A New Hampshire, and projects to make his big-league debut sometime in 2018.
