Garvin was added to the 40-man roster in November 2014 to protect him from the Rule 5 Draft, but that’s not a large concern now, as he never saw the field in 2015 due to arm issues. Couple that with past elbow surgery and it’s not looking great for the former first-round pick’s chances to become a major league starter. Garvin’s last full season came in 2014 at Double-A Montgomery, where he put together 20 starts with a 3.77 ERA. Barring a surprise, he will begin the 2016 season as a 26-year-old Double-A starter working to salvage at least some of his draft stock. If he sticks as a starter, it’s going to be tough for him to make the majors any time in the near future. Converting to the bullpen could be the left-hander’s best shot at major league playing time in 2016, but that is a decision the Rays have yet to make.
