ANALYSIS
Hall was a second-round selection of the Orioles in the 2017 First-Year Player Draft, but he's battled durability issues throughout his professional career while struggling to climb past the lower levels of the minor leagues. The 24-year-old slashed just .158/.289/.263 in 45 plate appearances this past season between the rookie-level Florida Complex League and High-A Aberdeen.

2020 Fantasy Outlook
Hall is not an amazing prospect, but he does a lot of important things well and seems to be pretty undervalued in dynasty leagues. He has 56 steals on 70 attempts (80% success rate) as a pro and has logged a 124 wRC+ and 133 wRC+ in the New York-Penn and South Atlantic leagues, respectively. He also projects to stick up the middle, sliding no further than second base if he ends up having to move off shortstop. He hits the ball on the ground over 50% of the time and hits to the opposite field and to the pull side with equal frequency. Hall does not try to hit for power, and against low-level defenses this approach works fine for a table setter with plus speed. His current skill set should get him to the majors, but it would be encouraging if he upped his linedrive rate in his age-20/21 season.
