ANALYSIS
Bell has been on the DL for well over two months, so this move won't affect his eligibility for a return. It simply opens up a spot on the 40-man roster for Cincinnati. The right-hander made an appearance with Triple-A Louisville back on June 8 but hasn't pitched since.

Bell split last season between Triple-A and Anaheim, working as a starter in the minors and a reliever in the majors. He posted a 6.27 ERA at Triple-A, so his future likely lies in the bullpen. Despite his career 76:42 K:BB ratio at the major league level, Bell’s ability to pitch multiple innings could help him earn a job as the Angels’ long man.
Bell was a valuable utility pitcher for the Angels last season, pitching 18 times out of the bullpen and also making seven starts. His 4.72 ERA was not terrible, but it was a bit lower than it should have been consider he allowed 98 baserunners and posted a .312 BAA in 61 innings. Bell will compete for a bullpen spot during spring training, but don't expect him to be a fantasy factor even if he makes the club.
Bell reached the majors thanks to good ERAs in his first exposure to the upper levels last season. Unfortunately, his strikeout rate at Double-A and Triple-A (5.7 K/9IP) doesn't brand him as a prospect, and he was lit up in four major-league starts. At best, he's a command righty with a future in middle relief.
Bell was the Angels' number one selection in the 2005 Amateur Draft. He got his feet wet throwing eight innings with the AZL Angels in 2005. Look for him to start out at Low-A in 2006.
