ANALYSIS
Garcia was removed from the 40-man roster to clear room for Damien Magnifico, who was recently acquired in exchange for an international signing bonus slot. He has some big-league experience, though that came back in 2015 when he was kept on the Orioles' roster as a Rule 5 pick (4.25 ERA and 22:17 K:BB through 29.2 innings). The 24-year-old is still fairly young, but he'll have to improve on his combined 4.82 ERA across three seasons at Double-A if he wants to make it out of Bowie.

2016 Fantasy Outlook
Baltimore's most recent Rule 5 draft success story, Garcia was plucked from the Red Sox after he drew praise in instructional league play late in 2014. Garcia missed significant time with shoulder tendinitis, but he was still serviceable with in 21 appearances. He has a live fastball that can top out in the upper-90s, but he struggles with control issues. The fastball is complemented by a slider and a changeup, both of which he can throw in the upper-80s. He had not pitched above High-A before 2015, so Garcia still has plenty of growing up to do. The Orioles sent Garcia to the Arizona Fall League after the MLB season ended, where it appears there was an effort to stretch him out. Garcia had starting experience before the Red Sox began his conversion to the bullpen. Baltimore is probably preparing him for long relief, but there is a chance Garcia has long-term rotation aspirations. He could end up spending most of 2016 in the minors, as the Orioles can send him down without exposing him to waivers.
