The Cubs outrighted Simmons to Triple-A Iowa after he cleared waivers Monday.
ANALYSIS
After inking a split contract with the Cubs over the winter, SImmons was unable to work his way back to the majors, as he has submitted a 5.56 ERA, 1.80 WHIP and 21:21 K:BB across 22.2 innings at Iowa this season. Recurring injuries have derailed what once looked to be a promising career for the right-hander, who posted a 2.91 ERA and 23 strikeouts over 21.2 innings as a 23-year-old for the Braves in 2014. Over the subsequent four seasons, Simmons has been limited to just 16 big-league appearances.

We typically think of the recovery time from Tommy John surgery as being between 12-to-18 months, but Simmons' story shows why every case is unique. He went under the knife for reconstructive elbow surgery in February of 2015. Shortly after beginning a rehab assignment at Triple-A in May of 2016, Simmons experienced triceps tightness, and he was shut down again shortly after his return to Atlanta that September. Other setbacks included: lat tendinitis, forearm soreness, a flexor strain and shoulder soreness. Simmons returned to the major leagues with Seattle in September. After enjoying initial success, Simmons endured some hiccups in his final few outings (six earned runs in 2.1 innings), leading the Mariners to non-tender him. He flashed back-end potential during his time in Atlanta, but 2014 is a lifetime ago in baseball and it seems especially far away for Simmons given the injury saga.
After an impressive major league debut in 2014 in which Simmons posted a 2.91 ERA, a 23:11 K:BB and nine holds over 21.2 innings as one of the Braves' primary setup men, he was forced to miss the entire 2015 season after undergoing Tommy John surgery. He made his return to the big leagues in September after he experienced several setbacks in his rehab assignments earlier in the year. Though the sample size is small, Simmons appeared to be back to his old self in his seven relief appearances. The young righty, who features a blazing four-seam fastball that routinely sits at 97 miles per hour, finished the month with a 1.35 ERA and 3:0 K:BB over 6.2 innings. Following a trade to the Mariners, Simmons figures to be a factor in their bullpen going forward and could provide modest fantasy value in holds leagues if he works his way up the bullpen pecking order like he had in Atlanta.
Upon his promotion from Double-A Mississippi in late May, Simmons was immediately thrust into the setup mix, earning six holds and even a save in his first eight major league appearances. Jordan Walden's return from the DL in mid-June bumped Simmons down in the pecking order, but Simmons continued to perform at a high level, with just two earned runs allowed in his first 20 outings. He began to slip shortly after the All-Star break, and a shoulder sprain and subsequent setbacks would cut short what was shaping up to be an outstanding season for the 24-year-old. Simmons was believed to be making steady progress in his recovery before the Braves announced in February that Simmons was forced to undergo Tommy John surgery and will miss the entire 2015 season.
