Tseng is dealing with a shoulder injury and has yet to face hitters since signing a minor-league deal with the Rangers in early April, Evan Grant of The Dallas Morning News reports.
ANALYSIS
The Rangers have a need for rotation depth at both the major-league and Triple-A levels, but it doesn't appear Tseng will be a potential solution to those problems anytime soon. Based on where he's currently at in his recovery from injury, it's unlikely that he'll report to one of the Rangers' minor-league affiliates until July at the earliest.

Tseng had a strong showing at the two highest levels of the Cubs' minor-league system last year, tossing 90.1 innings with a 2.99 ERA at Double-A Tennessee and 55 innings with a 1.80 ERA at Triple-A Iowa (though his FIP there was a considerably less impressive 4.25). He also earned a brief, six-inning cameo in the majors. Despite last year's success, he doesn't project to be anything more than a back-end starter, with a fastball that sits in the low 90s and no particularly impressive secondaries. Still, the Cubs' aren't deep at starting pitcher beyond their current rotation and swingman Mike Montgomery, so Tseng could end up making a number of starts when injuries inevitably strike. If and when that happens, expect the team's strong lineup to help him get a few wins, but don't bank on too many strikeouts, as he's struck out just 6.8 batters per nine innings in the minors.
Tseng followed up his stellar debut with a decent campaign with High-A Myrtle Beach, going 7-7 with a 3.55 ERA and 1.218 WHIP. His strikeout rate isn't quite what we'd like to see - just 6.91 in his two professional seasons - but he's just 21 and probably two years away from the big leagues. On the plus side, he's given up just 12 home runs in 224 innings. He's not a top-of-the-line prospect, but he could fulfill a role in the back of the Cubs' rotation someday if everything goes right. Expect him to spend a good chunk of the year with Double-A Tennessee.
Tseng made his professional debut in 2014, starting 17 games for Low-A Kane County. He was outstanding, giving up just seven home runs and finishing with an 85:15 K:BB ratio. Now 20, Tseng is probably at least two or three years away from the majors, but in very deep dynasty leagues, he's worth a look.
