At age 28, Neal is not a prospect, but any pitcher in the A's system with the chance to become a starter is worth a look, considering their pitcher-friendly home environment. The righty's stat sheet doesn't offer up much confidence: He hasn't topped a 7.3 K/9 during a full stop at any level above High-A, and that uninspiring best came at Double-A. On the list of potential Oakland arms to target, he ranks near the bottom, despite the fact he's walked carried a career 1.8 BB/9 in the minors. Neal is a prototypical contact-first pitcher who relies on ballparks like O.co Coliseum and good defenses to yield anything helpful. With the A's, those types of pitchers can do the job for short stretches, but it's hard to bet on him over alternatives with more talent. It'll take an extraordinary amount of dominoes to fall for Neal to contribute in any significant way.

Heyman brought up the obvious comparison of Miles MIkolas, who resurrected his pro career with a stint overseas, and clubs may want to recapture some of that excitement with the righty, who turns 31 in November. The main point of interest will be whether he can strike out more batters in the majors; he's punched out just 47 in 94.1 innings for the Lions, complemented by just 15 walks.
