Harley is the latest success story for the Stars' scouting department, as he broke out to the tune of 15 goals and 47 points in 79 regular-season contests last year. He started the campaign as a question mark to be in the lineup, and he ended it in a top-pairing role alongside Miro Heiskanen. Harley's 10.4 shooting percentage is a red flag -- as a defenseman, he's unlikely to sustain that level of production -- but what he loses in goals should be made up for with assists, blocked shots and a strong plus-minus. Experience will also help, as the 23-year-old blueliner appeared to fade late with just one goal and 16 points over 39 regular-season and postseason contests from the start of March. Harley had been limited to two assists over his last six games. He had the Stars' last two goals Sunday, helping them build up a big lead in the third period. The 23-year-old defenseman was fairly steady on offense early in the season, but sometimes his defensive responsibilities will get in the way of his scoring. He's at four goals, 14 points, 59 shots on net, 33 blocked shots and a plus-15 rating through 27 appearances.

While he was limited to just two assists in six-regular season games, Harley stepped up and claimed a full-time gig in the playoffs, where he had nine points in 19 outings. If he can produce at a 35-40-point pace, he'll immediately be the Stars' second best defenseman in fantasy, and there's little concern about where his defensive game is at. He will still play second fiddle to Miro Heiskanen, but the Stars are a team that has enough balance up front that no defenseman is too far removed from talent. Harley has some serious sleeper upside in redraft formats entering his age-22 season, though he will need to prove himself over the course of a full NHL campaign to cash in on what appears to be a lot of promise.
Harley had another standout campaign with OHL Mississauga in 2019-20, producing 18 goals and 57 points in 59 contests. The 19-year-old blueliner also made his NHL debut during the postseason round robin versus the Avalanche. Harley, a first-round pick from 2019, is still junior-eligible, which makes it seem unlikely he'll see much action with the parent club outside of the preseason in 2020-21. However, a standout performance in training camp could put him in the conversation with Andrej Sekera and Mark Pysyk for a third-pairing job. Most likely, Harley is still a year or two away from being a factor for the Stars, though he appears to have all the makings of a high-upside blueliner for fantasy purposes.
