Carter and the Falcons agreed to a one-year extension Monday, William McFadden of the Falcons' official site reports.
ANALYSIS
Carter played 11 games with the Falcons in 2018, racking up 16 solo tackles and five assisted tackles. He also played 188 snaps on special teams. The veteran linebacker will bring experience and depth to Atlanta's defense in 2019.

Carter comes over from the Cowboys after spending time last season at all three linebacker positions. The 27-year-old signed a four-year contract with the Bucs in the offseason, rewarding him for leading Dallas with five interceptions – including three in his final three games – to go along with 68 tackles in 13 games. He battled a quadriceps injury that caused him to miss time last season, but, assuming he remains healthy, will add an element of versatility Tampa Bay has lacked alongside cornerstone linebacker Lavonte David. He will compete for a starting position with Danny Lansanah.
After a highly promising 2012 season, Carter badly regressed in 2013, getting benched at times for poor play. The Cowboys remain dependent on the former second-round pick, however, as middle linebacker Sean Lee is extremely injury-prone, and the team has very little talent at the position otherwise. Carter has superb athleticism and could turn into a big-play threat both as a blitzer and in coverage, so he'll possess high upside if he can get his act together. He needs to hold off Justin Durant, Devonte Holloman and Anthony Hitchens.
Carter is nowhere near as good as teammate Sean Lee, but he's more durable and therefore lands ahead of Lee in the rankings. Carter is one of the more promising young linebackers in his own right, though, and he's primed for a big 2013 season as he returns from a season-ending dislocated elbow. He posted 70 tackles on 693 plays (606 defense, 87 special teams) before the injury struck, and Carter's rare combination of size and athleticism should allow him to add blitz and coverage potential to his already developed run-defending skills.
2011 second round pick is expected to step up and start next to Sean Lee at ILB, but will need to outperform veteran Dan Connor to do it. Carter has the speed and motor to put up good tackle numbers if he gets the chance, and his best case upside might be something similar to NaVorro Bowman's emergence next to Patrick Willis with the 49ers, but as yet he's an unproven commodity.
Second-round pick adds to the Cowboys' stable of talented but fragile ILBs. If he fully recovers from ACL surgery, he's got the speed and athleticism to be a tackling machine.
