Palmer was signed to the Titans' active roster Monday, NFL.com's Kevin Patra reports.
ANALYSIS
With Jake Locker and Zach Mettenberger both dealing with shoulder injuries, Palmer will be Charlie Whitehurst's backup for Week 16. In four NFL games, Palmer has completed 10-of-15 passes for 59 yards, no touchdowns and two interceptions.

Palmer served as the Bears' third-string quarterback behind Jay Cutler and Josh McCown for much of 2013, but didn't see a single snap during his time with the team. He was cut by the Bears in August and signed by the Bills, with whom he'll battle Jeff Tuel for top backup duties behind starter EJ Manuel. Update: Palmer was cut by the Bills on August 29.

Palmer is a camp arm at this point, but if the Jags do keep three quarterbacks on the roster (certainly not a given, considering the organization's history), he's the likely favorite to win the role.
Palmer begins the 2011 season much like last season, as the No. 3 quarterback in Cincinnati. However, this time he is behind Bruce Gradkowski and Andy Dalton instead of his brother, Carson Palmer. Regardless of who is in front of him, Palmer likely won't see the field much, if at all, in 2011.
