Carter flipped his transfer commitment from Penn State to West Virginia in the off-season. A four-year contributor at NC State, he comes over with a lot of experience and will be able to compete for the number one wideout spot right away. The Mountaineers top four receivers from 2022 have all moved on, so there’s a ton of production to be replaced in the passing game. With the Mountaineers expected to struggle in the Big 12 this season, it’s likely they will need to fight from behind in a bunch of games which could mean that Carter has a career year. His best year at NC State came in 2021 when he had 31 catches (on 64 targets) for 556 yards and six touchdowns. Either Garrett Greene or Nicco Marchiol are expected to be the quarterback throwing him the passes during the 2023 season.
