Head2Head.com has a salary cap college football game (https://www.head2head.com/football/collegesalarycap/) that allows you to pick from players from BCS schools + Notre Dame to fill up a QB/RB/RB/WR/WR/WR/Flex/K/DST roster using a budget of $100. The scoring features six points for passing touchdowns and is PPR, but otherwise it's standard.
I took a swing at it, and ended up with the following roster for Week 1:
QB: Sean Mannion, Oregon State ($14.4). Quarterbacks are the most expensive position in the game, and Mannion is one of the cheapest. He had a rough redshirt freshman year in 2011, throwing 16 touchdowns and 18 interceptions, but I think he's the best value in this game since it's six points per passing touchdown. Mannion attempted 41.9 passes per game as a starter last year, and I think he'll improve heading into his second year. He also has what I think will be a very strong wideout trio in Markus Wheaton, Brandin Cooks and Obum Gwacham.
RB: Marcus Lattimore, South Carolina ($13.9). Lattimore might start the year slow, but at $13.9 he's cheaper than Zac Stacy ($14.0), Stepfan Taylor ($14.3), John White ($14.6) and Rex Burkhead ($14.7), all of whom I expect to finish the year lower than Lattimore in the rankings. Lattimore could push for three catches per game in addition to 20 or more carries, so he's an easy pick for me here.
RB: De'Anthony Thomas, Oregon ($13.2). Thomas won't get nearly as many carries as other runners, but in a PPR league his RB/WR hybrid position becomes even more valuable. Thomas is hilariously explosive and another no-brainer pick for me after totaling 1,200 yards from scrimmage and 18 touchdowns in 2011.
RB: Tony Jones, Colorado ($6.9). I don't like Jones at all outside of PPR leagues -- he averaged just 3.8 yards per carry last year -- but as a super-cheap pickup in a PPR format, he's a nice pick. He had 27 catches as a backup in ten games last year.
WR: Justin Hunter, Tennessee ($11.2). Hunter is expensive, but he's matchup-proof and one of the nation's elite talents at any position. The Tennessee passing game should be very strong, and Hunter should be its most productive component.
WR: Tavon Austin, West Virginia ($10.7). Although he might not post huge yardage or touchdown numbers, Austin is a PPR monster after catching 101 passes last year.
WR: Cobi Hamilton, Arkansas ($9.9). Hamilton is a huge steal here. The Arkansas offense has a major shortage of pass catchers, so the talented Hamilton will pick up a great deal of the slack left by the exits of Jarius Wright, Joe Adams and Greg Childs.
WR: Jamal Miles, Arizona State ($5.6). Another major bargain. Miles will be a monster in PPR formats. He caught 60 passes last year, and he'll catch more in 2012 now that Gerell Robinson, Aaron Pflugrad and Mike Willie are all gone after catching 157 passes last year.
K: Andrew Furney, Washington State ($5.2). He's the kicker for a Mike Leach offense. What is there to say?
DST: Boston College ($8.2). Defenses aren't cheap in this game (LSU checks in at $14.0), but Boston College should get by for me with nine returning starters.
