Penn struggled mightily as the long man in the Marlins' bullpen to begin the season, but a good run as a starter in Triple-A was enough to convince the club to protect him from the Rule 5 draft. Penn's resume screams Quad-A, but scouts still like his arsenal (if not what he actually does with it) and if he can sharpen his mental approach to the game he still has a shot at a decent major league career.
