He had progressed nicely through the Tribe's system, culminating with five innings in Triple-A Buffalo in June. After dominating the lower minors, Bay has stagnated a bit while in Double-A Akron. The 23-year old did strike out 120 hitters in 138 innings last season, but also had the highest walk rate (3.25 per nine innings) of his career in 2006. He'll more than likely break camp with Buffalo and ultimately, if he can harness his control, end up in Cleveland.
A spring trade from the Cubs brought Bay into the Indians organization in exchange for situational lefty Cliff Bartosh. Cleveland looks to have come out on the better end. Bay posted a 3.38 ERA and 1.14 WHIP in 15 starts with High-A Kinston and then continued his success in Double-A Akron. He throws lots of strikes -- walking just 74 batters total in three seasons. He also can make batters miss, shown by his 120 strikeouts in 125 innings in 2005. Bay's season ended in August with a strained left oblique muscle that should be fine by spring training.
Bay registered a quality 113/24 K/BB ratio in 134.3 IP at low Single-A ball last season. Soon to be 21, he's had some injury issues and could emerge as a decent arm in a year or two for the Cubs.
